Governor Bruce Rauner will deliver his annual “State of the State” address to a joint session of the 100th General Assembly in Springfield at Noon today. House Votes to Impose Speaker Madigan’s Rules
On Tuesday, as expected, the House of Representatives voted to impose Speaker Madigan’s rules for the next two years. The resolution containing Madigan’s Rules, HR 46, was adopted by a vote of 63-53, with only Democrats voting in favor of maintaining the Speaker’s 100% control of the legislative process.

Clarification on House Bill 440
In my newsletter of Tuesday, January 24, the description of House Bill 440 was inaccurate, I have introduced this new legislation to eliminate the unfunded mandate on Illinois public schools regarding physical education. My bill would make P.E. a local decision, in the hands of parents and locally-elected school boards, which is where that decision belongs.
